Compliance & Reporting

State Agency Codices

ML Systems publishes material recovery data, salvage valuations, and environmental reports to state agencies. Every recovered material has a public audit trail — from identification through DEM reporting.

Solid Waste Categories

EPA Aligned

Material classification follows EPA solid waste categories for C&D debris. Every ML Material ID maps to a standard waste code for regulatory reporting.

Salvage Value Codex

Standardized grading and valuation methodology for recovered building materials. These codices establish transparent pricing for the secondary materials market and feed directly into loan-to-value calculations for the RCM structure.

Material Grading

A

Excellent

Minimal wear, no damage. Suitable for primary structural use.

100% salvage value

B

Good

Minor cosmetic wear. Structurally sound, full reuse.

75–90% salvage value

C

Fair

Moderate wear or minor damage. Usable with remediation.

50–74% salvage value

D

Salvage

Significant wear. Usable for non-structural or secondary.

25–49% salvage value

S

Recycle Only

Not reusable as-is. Material value through recycling.

10–24% salvage value

Contamination Protocol

Every material is tested before grading. Contaminated materials are flagged and gated from the marketplace.

+

Clean

No contaminants detected. Cleared for listing and reuse.

!

Lead

Lead paint detected. Requires abatement before reuse. Cannot be listed on BOH.

!

Asbestos

Asbestos-containing material. Requires licensed removal. Cannot be listed.

!

Mold

Active mold present. Requires remediation. Cannot be listed until cleared.

?

Untested

Awaiting lab results. Held in quarantine. Not available for sale.

Valuation Methodology

Salvage value feeds directly into the RCM equity equation. Material recovery revenue offsets project cost before loan funds, reducing LTV ratios.

Equity Formula

Equity = Property Value − Principal + Recovery Value

Recovery rate80–90%
Resale/reuse/recycle51%
Avg salvage per home~$50,000
LTV reduction effect4–6 ppt

Materials Reuse

ML Systems provenance data provides full documentation for LEED Materials Reuse credits. Recovery rates, material grades, and chain of custody are export-ready.

EPA C&D

Waste Management

Solid waste categories mapped to EPA standards. Diversion rates calculated automatically from project recovery data. Export as CSV for state reporting.

RI DEM

State Compliance

Rhode Island-specific environmental reporting. C&D diversion data formatted for DEM submission. Public provenance pages serve as audit trail.

Rhode Island: The Data Gap

Rhode Island has significant gaps in construction material recovery infrastructure. ML Systems is building the data layer that state agencies need.

For State Agencies

ML Systems provides free API access to public agencies for environmental compliance and C&D waste reporting. DEM export endpoints are available at no cost to any Rhode Island state agency.

Contact salparvez@mlsystemsri.com for agency API access, or review the API documentation for integration details.
